Internet Safety 101: Empowering Parents Program

Enough Is Enough understands that Internet safety is a shared responsibility between the public, the Internet industry, and the legal community. However, parents remain the 'first line of defense' in protecting their children against Internet safety dangers. Unfortunately, parents and other adults are ill-equipped, uninformed and often overwhelmed when it comes to Internet safety issues, and they need credible outside help.

As the nation's leading Internet safety organization since 1994, EIE has responded to this call for action by creating Internet Safety 101, a comprehensive effort that addresses the critical need for parental education and empowerment. Through the Internet Safety 101 program, EIE strives to educate and empower parents with the information then need to be effective cyber-parents. By educating parents and equipping parents with EIE's simple and easy to understand Rules 'N ToolsSM program, EIE can help to:

*Raise national public awareness of the harm of pornography, the threat of illegal pornography and sexual predation on the Internet, and the need for preventative safety measures;

Motivate, empower and equip the parents, other child caregivers, and the general public through EIE awareness and training, to utilize safety measures by the implementation of the Rules 'N ToolsSM; which is part of EIE's Internet 101 Safety: **Empowering Parents Program*; and

*Establish an Internet child safety partnership network with industry, faith-based organizations, not-for-profit institutions and government agencies to enhance EIE reach and foster long-term sustainability for EIE materials and programs.

101 Program Background

In September 2005, Enough Is Enough (EIE) received support from the U.S. Department of Justice (OJJDP) and other partners to begin a new program--Internet Safety 101: Empowering Parents --to educate and empower parents, guardians and other adult caregivers to implement Internet safety rules and software tools (Rules 'N Toolssm) and provide communities with information and resources to support local actions to markedly increase the safety of children while online.

Despite its potential benefits, the Internet has opened the door for predators and pedophiles to sexually exploit unsuspecting children. It also allows obscenely graphic and addictive pornography to lurk only a mouse click away from innocent youth. These threats and growing threats including cyberbullying adversely impact the safety, security and quality of life for children and families and infringe upon our children's 'Age of Innocence'.

Internet Safety 101 targets its resources and materials directly into the homes and hands of parents and childcare givers through both traditional and online multimedia resources. The cornerstone DVD & Workbook elements of the Internet Safety 101 program capture the power of a live seminar without need for in-person training and facilitators and enables individuals or groups of any size to host Internet safety training seminars and will point parents towards the best resources, sites, and organizations that offer specific Internet safety topics and resources tailored for specific age groups.

The DVD is a chapter-segmented edu-training video series, which equips and empowers parents, guardians and educators to protect their homes and families from Internet dangers through delivering a dynamic message about Internet threats and safety solutions to include: victim testimonials, guidelines from enforcement/field experts, expertise from EIE President Donna Rice Hughes, and tips and tools from Industry leaders.

Virginia Pilot Distribution Partners: EIE is pleased to present a united front in the effort to promote Internet safety by partnering with key organizations including the Virginia PTA dedicated to making the Internet a safer place for children and families. These partnerships include industry, program distribution, corporate, foundation, and government partners, such as the Virginia Attorney General.

101 Internet Safety 101 DVD Segments

Introduction: The Perfect Storm

One of the most significant challenges we face is that an entire generation of children are navigating life in an online world with which we--as parents and caregivers--have had very little experience. Over the past several years, a number of dynamic, powerful and destructive dangers have some together to create a perfect storm scenario for our children to fall victim to online exploitation. Hear how EIE became involved in this mission and how this teaching series will help educate, equip and empower you--as a parent or caregiver--to prevent these dangers from impacting your child, thereby protecting their age of innocence. Segment 1:

Pornography 101

One of the biggest threats to our children's safety online is pornography, which has become increasingly acceptable and accessible. Today, any computer-literate child can view anything, from adult pornography to graphic videos, online chats, live nude peep shows, virtual sex parties, user-generated porn, and pornography that is illegal and prosecutable, free of charge. Hear about kids' exposure to pornography in there own words; listen to the nation's top clinicians, psychologists, and researchers discuss the implications of pornography exposure, the warning signs and how you can talk to your children about healthy sexuality.

Segment 2: Predators 101

One of the attractions of the Internet is the anonymity of the user, which is also why the Internet has become the playground for sexual predators. A child doesn't always know with whom he or she is interacting. Children may think they know, but unless it's a school friend or a relative, they really can't be sure. Often we think of pedophiles as having access to children out on the playground and other places, but because of the way the Internet works children can actually be interacting on their home computers with adults who pretend to be children. Hear Alicia's story of how she fell victim to the grooming techniques of an online predator. Listen to additional interviews with "John Doe", a sexual predator, law enforcement and Internet experts as they share what you need to know to protect and prevent your child from becoming a victim to an online predator.

Segment 3: The Evolving Web

The Internet continues to become more mobile, multi-directional, and multi-media in format. Teens and adults are watching the news, their favorite shows, their friends and random strangers on online streaming video, and anyone, including kids, political talking heads, parents, educators predators and pornographers can host online forums to write about anything from the mundane, day-in-day-out accounts of their everyday lives or to announce breaking national news. This emerging Web is user-driven and anybody can be a publisher, videographer, or instant celebrity; and communication is instant and can be o-on-one, one-to-many, many-to-many; peer-to-peer, or even viral. Learn how kids are using the web today, learn about social networking, gaming, and emerging threats like cyberbullying, and how to apply the basics of Internet Safety in this emerging and converging digital world.

Segment 4: Internet Safety 101 Rules 'N ToolsTM
Join us as we walk through the technical and non-technical Rules 'N' Tools you need to use to protect your children from online dangers and enable them to use the web for immense resources and good it was meant for. The final segment will include an overview of age-based guidelines, what to look for in parental tools, how to have conversations and discussions with your children and how to protect your child across all platforms, on all of the their Internet-enabled devices.

Additional Features Section
EIE will also be including Industry and partner tutorials that walk parents through some of the technical measures that are offered through various platforms, ISPs and tech-world leaders. This section will also incorporate other Internet safety resources and point parents towards resources that may be better-tailored for children and teens.

Internet Safety Council

In accordance with EIE's mission to make the Internet safer for children and families, EIE established an Internet Safety Council to provide guidance, expertise and recommendations relating to best practices, educational resources, safety tips, rules and tools, and to provide critical insight and support for the development of EIE's Internet Safety 101: Empowering Parents program.

Websites

EIE maintains two interconnected websites--Enough.org and Protectkids.com. The websites serve as a clearinghouse for Internet safety and victim assistance resources. Their purpose is to educate the public about the dangers of Internet pornography and sexual predators as it relates to children and families. In addition, the websites are designed to promote and provide prevention awareness and empower parents and other adult child-caregivers to implement safety measures including the Rules 'N ToolsSM needed to protect children from online dangers.

Program Partners

EIE's Internet Safety Partnership programs target industry, faith-based organizations, not-for-profit groups, and government agencies which are dedicated to address Internet-specific child safety issues, share and leverage resources, and present a united front on key issues. Broad-based Internet safety partnership networks will allow individual organizations to successfully confront issues of Internet safety critical to children, families, and our nation.

A Memorandum of Understanding (MOU) structure will be expanded by EIE to include additional organizations committed to assisting EIE and the partnership achieve shared objectives and expand the utilization of EIE prevention awareness materials and Rules 'N Tool. The Partnership Network will enable the rapid transfer of EIE's Internet Safety 101 Campaign: Empowering Parents as local affiliates leverage EIE empowerment strategy, training materials and technical assistance with local resources to greatly expand the potential reach of our efforts to protect children.

EIE's partners will help to broaden the Rules 'N ToolsSM training and information community-wide. In addition to expanding EIE's reach, the Partnership Network will foster long-term sustainability for EIE materials and programs. This enhanced partnership will focus on increasing available services and program delivery and involve EIE partners in new activities designed to reach additional parents and adult child caregivers with EIE Internet safety materials. EIE will track the development of the leveraged opportunities and will work with its partners to record services provided and the number of parents impacted by them.

Media Campaign

EIE will launch a national media campaign to promote Internet safety and awareness. EIE will target media outlets to ensure that guidelines from Rules 'N ToolsSM are disseminated to the public. The media campaign will consist of Free Media and Public Service Announcements.

*Free Media: EIE President Donna Rice Hughes is a recognized national expert on Internet child safety issues and she and other EIE spokespersons are regularly invited to appear on regional and national media to discuss Internet child safety issues and encourage parents and other adults to adopt Rule 'N ToolsSM at home.

*PSA Radio Campaign: EIE will develop and produce print and broadcast (radio) public service announcements (PSA). The PSA messages will include Rules 'N ToolsSM information and will be utilized to attract listeners to EIE resources and its websites.

Internet Safety Seminars

EIE President Donna Rice Hughes and other qualified EIE trainers/facilitators are periodically available to provide groups of parents in the DC Metro area (generally groups of 50 or more) with an edu-training seminar on Internet safety and use of Rules 'N ToolsSMto protect their children from Internet pornography, predators and other online threats. At the conclusion of the safety presentations, parents participating in the seminars are asked to sign a Rules 'N ToolsSM checklist, select a "Parent Buddy" among the other participants to encourage use of Rules 'N ToolsSM at home, and sign a "Parent Pledge" that they will adopt Rules 'N ToolsSM at home. Future presentations will be made available on a DVD/video/audio and podcasting venues.

Train the Trainers Program

Key to empowering parents and other child caregivers is Enough Is Enough's "Train the Trainers" program in which qualified EIE trainers and facilitators will be equipped to conduct Internet Safety Seminars across the country.

Multimedia Resources

EIE plans to produce and distribute our Internet safety training series for parents, guardians and educators through a series of multimedia resources available in DVD/video/audio and podcasting venues.
